Fairhold
Fairhold is the judicial and regulatory engine of the Triton Compact, relying on Praetor-class AI judges and human legal bureaucrats.
Fairhold does not command armies and does not usually enforce laws directly. Its power comes from recognition, compliance, and economic erasure. If Fairhold deems a person, ship, colony, or corporation noncompliant, that target can lose insurance, shipping contracts, docking rights, credentials, licenses, certifications, and access to the legal-commercial fabric of Compact space. Fairhold presents this system as impartial, efficient, and fair. Its critics see it as a dystopia with a user-friendly interface. Praetor androids, standardized contracts, and recognized arbitration procedures give Fairhold a visible face, but its strongest enforcement mechanism is voluntary coordination among institutions that cannot afford exclusion from one another. This lets it deny that it governs while exercising many powers associated with government. Appeals exist, but access to them usually depends on remaining recognized by the system being challenged.
