PANTHEA
The Preservation Authority for Non-Terran Heritage and Extraterrestrial Antiquities, the galaxy’s foremost body for conservation and oversight of alien ruins, artifacts, and cultural sites.
PANTHEA presents itself as a neutral intergovernmental authority dedicated to protecting non-Terran heritage. Its public mission is to protect alien cultural sites from looting, vandalism, and unauthorized research; catalog and preserve historically significant artifacts; study extinct non-human civilizations for academic and diplomatic insight; and ensure peaceful interstellar cooperation regarding shared cultural heritage. PANTHEA’s academic personnel are often sincere researchers whose work is filtered through layers of access control and security review. This structure lets the organization benefit from genuine expertise while preventing most employees from seeing the full pattern of suppression. Archaeological disputes can therefore be redirected through permits, conservation orders, and claims of contamination without exposing the hidden objective.

PANTHEA is a front organization that takes orders from Aegis and is secretly controlled by Reinhardt-Vance. Under the guise of cultural preservation, it seizes and suppresses alien technology, destroys or falsifies records that contradict preferred narratives of alien history, covers up the true origins and potential of slipstream synchronization modules and the lattice, and monitors worlds suspected of hosting remnants of plague-contaminated technology.
