A ministerial governing body with major political influence. The Ministry has no public constitutional existence. It influences corporations, regulators, military assets, criminal networks, and research bodies through intermediaries who may not know whom they ultimately serve. Internal disagreement centers less on the existence of the threat than on acceptable collateral damage, secrecy, and how much autonomy living humans should retain.
