The Red Minister is the Ministry’s most aggressive planner and the closest thing it has to an executive center. He treats secrecy, coercion, and selective killing as administrative tools justified by the scale of the threat the Ministry claims to contain. A senior Ministry strategist who coordinates covert operations through intermediaries, including criminal and corporate assets.
