Admiral Peyton Floyd

IOC admiral and Ministry enforcer

Floyd projects a military identity so consistent that apparent setbacks do little to diminish his authority. He is unusually calm about personal danger, and his persistence suggests that the crew does not initially understand the full nature of the man confronting them. An IOC admiral who commands disciplined enforcement teams and confronts the Hard Bargain crew on behalf of forces whose authority is deliberately obscured.

Floyd is the Black Minister, a Ministry intelligence operating through replaceable android avatars. Destroying an avatar can cost him unsynchronized memories, but it does not kill him.
